SALARY: Not-Ordinarily Resident: in accordance with FP Scale (Position Grade FP-06). Contingent upon availability of funding. Ordinarily Resident: in accordance with LCP (starting annual salary for trainee level: $11,707; starting annual salary for full performance level: $ 14,374). (*Position Grade - FSN-08 - Full performance level: Candidates may be hired on a developmental level, i.e. one pay grade below the full performance level in order to receive training and to acquire knowledge of U.S. Government specific regulations and operating procedure.)

The U.S. Embassy in Ashgabat is seeking an individual for the position of Information Assistant in the Public Affairs Office.
BASIC FUNCTION OF POSITION
Under the direct supervision of the Public Affairs Officer, the Information Assistant performs a variety of activities in support of Mission media strategy and public diplomacy initiatives. Coordinates post’s information program with all media and provides outreach via Embassy newsletter.
QUALIFICATIONS REQUIRED
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item. Language proficiency will be tested.
1) Education: University degree in journalism, political science, the liberal arts, economics, international relations or related fields is required.
2) Prior Work Experience: Two years of work experience in radio, television, print journalism, publishing, editing or related field.
3) Language Proficiency: Level IV proficiency in written and spoken English is mandatory. In addition, the incumbent should have a minimum of Level IV proficiency in both written and spoken Russian and Turkmen.
4) Knowledge: The incumbent must have a good understanding of Turkmenistan’s media, political, economic, social and educational structures and working knowledge of USG policy with respect to Turkmenistan. Must understand the political sensitivities of both countries with a view to effectively addressing the differences between them. The incumbent must be familiar with media (print, radio and television) operations in Turkmenistan. Must have a working knowledge of public diplomacy regulations, procedures and programs.
5) Skills and Abilities: Must have the ability to initiate working level contacts in media and government circles. Must be able to anticipate Mission and local need for information materials, and coverage of news events. Ability to adapt, translate and write media summaries, press releases, correspondence and other informational materials in English, Russian and Turkmen.
SELECTION PROCESS
When equally qualified, US Citizen Eligible Family Members (AEFMs) and U.S. Veterans will be given preference. Therefore, it is essential that the candidate address the required qualifications above in the application.

1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible to apply.
3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
4. Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
