Much has changed since last year’s celebration of Neutrality Day. Among those important changes has been more engagement and closer cooperation between the United States and Turkmenistan. We have truly “turned the page” in the relationship between our two countries.
The United States respects and supports Turkmenistan’s Independence and Neutrality. Our policies toward Turkmenistan reflect this respect and support. As President George Bush stated in October, “The United States stands ready to assist Turkmenistan in realizing its full potential through progress in democratic and economic development.”
Over the past year, we’ve been happy to see that Turkmenistan’s neutrality is meant to foster positive relations with any worthy partner. We, the United States, want to be a respectful and responsible partner.
In addition, we welcome and understand Turkmenistan’s existing relationships with other historic partners. Knowing the great hospitality and kindness of the Turkmen nation, we believe that there is enough room in the hearts of its people to continue productive and respectful relationships with the United States as well as with other countries. That is after all, why your country chose its status as neutral.
As you probably already know, the United States has had about 20 important, high-level delegations visit Turkmenistan during the past year, along with expanded cooperation in many fields. We are pleased with our increasing cooperation in the fields of economic development, education, healthcare, culture and human rights, among others.
We want to see a strong, independent, prosperous Turkmenistan as its new rebirth brings the world to Turkmenistan and builds closer relations between Turkmenistan and its many partners in the world community.
Once again, our congratulations on Neutrality Day.
