TV Address by Ambassador Jacobson on Turkmenistan’s Neutrality Day
Dec. 12, 2005
The United States congratulates the people of Turkmenistan on its Neutrality Day.
Ten years ago, on December 12, the United Nations General Assembly adopted a resolution recognizing Turkmenistan’s status of permanent neutrality.
Through the adoption of that resolution, UN member states expressed the hope that Turkmenistan’s permanent neutrality would contribute to the strengthening of peace and security in the region.
Since that time, Turkmenistan’s willingness to play a positive role in the fight against terrorism has helped promote regional stability, in accordance with the goals of the United Nations.
During the recent visit of the U.S. Under Secretary of State for Arms Control and International Security, Dr. Robert Joseph, Turkmenistan took a further step to ensure regional security by agreeing to the Proliferation Security Initiative. This initiative builds upon the commitments of the United Nations member states to stop trafficking in weapons of mass destruction, their delivery systems, and related materials.
The United States greatly appreciates Turkmenistan’s commitment to prevent the proliferation of nuclear weapons in the broader region.
The United States shares these goals of peace and security in Turkmenistan and in the broader region. We value our cooperation with Turkmenistan on border and other security capabilities, and urge continued joint efforts in areas that will promote this country’s long-term stability: democratic reform and economic development.
An educated and diverse population and a dynamic economy are keys to ensuring the success of a free and independent state. Regional and multilateral cooperation further foster and support these conditions. Thus we welcome our continued cooperation with Turkmenistan in all of these areas while fully respecting the country’s neutral status.
Once again, I extend my best wishes to the people of Turkmenistan on this important day.
