Taking Carpets out of Turkmenistan

Please be advised that before carpets can be taken out of Turkmenistan, it must be verified that the carpet is not of historical value and carpet tax must be paid. The carpets are considered to be of historical value if they were produced more than 10-15 years ago (1989-1984).

If a carpet is bought at the Carpet Museum Shop or the Carpet Factory, a receipt will be given free of charge. This ONLY verifies that the carpet is not of historical value. This receipt should be accepted by customs at the airport, so be sure to keep this receipt. Although the carpets are generally more expensive at the Carpet Museum Shop or the Carpet Factory, having a receipt of purchase is very advantageous.

If a carpet is purchased at the Tolkuchka Bazaar, the passenger must demonstrate that the carpet is not of historical value. To verify its value, the Carpet Museum experts must inspect it. If they issue a receipt confirming that the carpet is not of historical value, it may be exported from Turkmenistan. If it is determined that the carpet has historical value then a receipt for export will not be given. The carpet Museum charges M15,000 per square meter of carpet, depending on the carpet quality.

At the airport, the passenger must present the carpet receipt to the customs officials and pay carpet taxes. Carpets smaller than the sizes indicated below with a certificate from the Carpet Museum certifying that the carpet is not considered to be of historical value, can be taken out of Turkmenistan without any customs tax. According to the most recent customs rules and regulations of Turkmenistan (October 4, 2000), taxes on all carpets larger than its indicated below are taxed according to the design and the tribal affiliation of the producer as follows:

Akhal-Teke carpets:  PERMITED SIZE – 1,22 square meters M2,044,150 per square meter (USD $393.10 at official rate)

Teke carpets: PERMITED SIZE – 1,32 square meters M1,894,082 per square meter (USD $364.24 at official rate)

Yomud: PERMITED SIZE – 1,90 square meters M1,314,411 per square meter (USD $252.77 at official rate)

Bichir Kerki: PERMITED SIZE – 1,82 square meters M1,374,977 per square meter (USD $264.41 at official rate)

Kilim: PERMITED SIZE – 7,54 square meters M331,250 per square meter (USD $63.70 at official rate)

N/B: The indicated above square meters of permitted size are free. Extra square meters are subject to change.

All payments must be made in US dollars at the airport branch of Central Bank. Payments must be made at the official exchange rate of 5,350 Manats to 1 dollar. After payment you will receive a receipt in dollars.

Example: You buy a 5 square meter Akhal Teke carpet at Tolkuchka. You pay $500.00 Assuming that the Museum certifies that it's not of historical significance, here's what it would cost to get it home:

Carpet purchase: $500.00
Museum Fee: M15,000 x 5 = M75,000 / 5,200 - $14.42
Export Fee: M2,044,150 x 3.78 =M7,726,887 / 5,200 - 1,485.93
GRAND TOTAL: $1,985.93

Remember to plan for taxes before buying, and get the Museum Certificate.
